asked the Postmaster General, If it is the fact that, during the past few months, an extra charge has been imposed upon newspaper proprietors in certain towns for the receipt of Press messages after the ordinary hours during which the telegraph offices in the towns are open to the public; and, whether such charge is not precluded by 31 and 32 Vic. o. 101, s. 16?

It is the case that within the last few months the proprietors of the newspapers at Bolton and Preston have been required to pay the cost of late attendance for the receipt of news; and this is in accordance with the usual practice elsewhere. The charge is not contrary to the Act quoted by the hon. Member.
