asked the Chief Secretary to the Lord Lieutenant of Ireland, Whether Her Majesty's Government will take stops this Session to give effect to the recommendations relating to Ireland of the Royal Commission on Industrial Schools?

Sir, I stated a few days ago, in replying to a Question asked by the hon. Member for the City of Cork (Mr. Parnell), that I could not pledge the Government to legislate on the subject this year; but that as the inquiry was not confined to Ireland, but was for the United Kingdom, I thought that the Irish Government could not act independently of the English Government.
