§ MR. TREVELYANSir, I stated a few days ago, in replying to a Question asked by the hon. Member for the City of Cork (Mr. Parnell), that I could not pledge the Government to legislate on the subject this year; but that as the inquiry was not confined to Ireland, but was for the United Kingdom, I thought that the Irish Government could not act independently of the English Government.
