I wish to ask the Prime Minister, If he is in a position to state who has been appointed Special Commissioner to the Transvaal; and whether he is able to lay the instructions and also the despatches referring to the matter on the Table of the House?

Owing to circumstances which have occurred since I last answered a Question on this subject, and which I will explain in a day or two, I am not able to give the answer which I fully hoped to be able to give to-day. On Monday I hope to be able to give an explanation to the right hon. Gentleman.
