, who had the following Notice upon the Paper:— That, having in view the great and constant increase in the population of this Country, and the consequent difficulty experienced by the working classes in finding sufficient employment, this House is of opinion that a judicious system of State-aided emigration to our own Colonies is both just and politic, rose to speak to the Motion, when——
