asked the Secretary of State for the Home Department, If, in the event of its being decided to construct, by means of convict labour, a harbour of refuge on the North-East Coast of Scotland, a full and particular inquiry will be instituted before any definite site was selected, and ample opportunity be afforded to the various Memorialists in favour of certain localities of laying their case before Her Majesty's Government?
