asked the Under Secretary of State for India, What was the "confidential communication" for the publication of which Mr. Grant Duff punished a Madras newspaper by the withdrawal of the Government advertising, and on what ground was it classed with "confidential communications?"

The document in question is a personal account of a tour by the Governor of Madras, and, being a confidential Memorandum, came necessarily under the Resolution of 1865.
