§ MR. J. K. CROSSYes, Sir; a complaint has been made by Mr. Stringer, who failed in a contract he entered into for the supply of certain mules. The case was referred to arbitration, and it is against the decision of the arbitrators that Mr. Stringer has appealed. The appeal has been forwarded to the Government of India.
