MR. GLADSTONENo, Sir; we have no intention at present to make any proposal on that subject. On the contrary, it would be a contravention of the distinct understanding which we have entered into with the House. That matter will, I think, properly and, I would almost say, of necessity, as far as we are concerned, after what we have stated, have to stand over till a future period.
