asked the Chief Secretary to the Lord Lieutenant of Ireland, On what grounds the resident magistrate refused a gun licence to Mr. James Boylan, of Car-bury, who is a large farmer, and was recommended by two justices of the peace?

Sir, the Resident Magistrate, in the exercise of his discretion as licensing officer of the district, declined to grant Mr. Boylan a gun licence unless he produced a certificate such as the law requires from two magistrates residing in the district. Whenever he does so, the Resident Magistrate is quite prepared to grant him a licence.
