asked the President of the Board of Trade, What measures have been taken for the purpose of concluding an International Consular Treaty with the United States Government, in accordance with Clause 6 of the Merchant Seamen Act, 43 and 44 Vic. c. 16?

MR. CHAMBERLAIN

, in reply, said, the Government had been in communication with the Government of the United States, in the hope of being able to arrange an international agreement with respect to crews of merchant ships of either country in a port of the other country.
