asked the Postmaster General, If it is proposed to apply to the Engineers' Department of the Post Office a scheme similar to that which was applied last year to the Commercial Department; and, in the event of its being so proposed, if he can state whether the scheme has yet been approved; how soon it is expected that it will be published, and whether it will date back to April in last year, as was the case with the scheme applied to the Commercial Department?

Sir, in reply to my hon. Friend, I beg to state that the scheme is settled; and, under the special circumstances of the case, instructions have already been given for putting it in force from the 1st of April, 1881, so far as concerns that portion of the branch which may be regarded as co-ordinate with the indoor branch of the Telegraph Service. This latter branch is what I understand my hon. Friend means by the Commercial Department.
