asked the Postmaster General, Why the new scale for the letter-carriers is not retrospective, the same as in the case of the sorters and telegraph engineers?

Sir, in reply to the hon. Member, I have to state that having fully considered the Memorials of the letter-carriers, I procured the assent of the Treasury to the scheme, the substance of which was lately explained to the House, and which, I think, without retrospective payment, meets the merits of the case.
