§ MR. CAMPBELL-BANNERMANSir, the House will, I feel sure, be pleased to learn that on the 18th of July, on hearing of the unfortunate occurrence of two deaths among the officers of the Fleet at Alexandria, Lord Northbrook telegraphed to the Admiral Commanding-in-Chief asking him to recommend two officers to fill the vacancies so caused. This course can always be followed at 1969 the discretion of the First Lord of the Admiralty, and there appears to be no sufficient reason to alter the general regulations regarding death vacancies which were laid down by the late Board of Admiralty in November, 1874.
