§ MR. CAMPBELL-BANNERMANThe payments referred to by the hon. Member are required by the Civil Service Commissioners in pursuance of an Order in Council of March, 1879, which authorizes them to claim certain fees from all candidates who receive from them the necessary certificate of qualification. These fees are exigible in the Dockyards from all men appointed or promoted after June 1, 1881. The stamp referred to is merely the form in which, for convenience, the fee is collected.
