asked the Postmaster General, If he will allow a reasonable time to pass between the publication of the scheme for a general parcel post and its final adoption, in order that it may be fully considered, since it is possible that such a system may seriously interfere with the transactions of local shopkeepers?

Sir, the question of the establishment of a parcel post has been so long before the public that I think there has been ample time to consider its probable effects. So far as I am able to judge, the introduction of such a post would be very acceptable to the great majority of the community.
