asked the Under Secretary of State for Foreign Affairs, If he can state whether he has any reason to suppose that the recent settlement of a boundary between Russia and Persia is of the nature of a cession of territory by Persia as distinguished from a delimitation of the boundary between Persia and the Turcoman territory annexed by Russia on the basis of the status quo ante?

Sir, Papers will be presented in a few days, giving a map and all the information in the possession of Her Majesty's Government as to the Treaty concluded between Russia and Persia. Until the text is received I am unable to state whether it purports to be simply a Treaty for the delimitation of the boundary.
