CAMPBELL-BANNERMANThis Question ought to have been ad- 476 dressed to the Secretary of State for War, as it lies with him to determine which classes of non-commissioned officers serving with the Auxiliary Forces should receive warrant rank. I may, however, say that the conditions under which Marines serve with Militia and Volunteer Regiments are under the consideration of the two Departments.
