asked the Under Secretary of State for the Colonies, Whether Mr. Sprigg's Ministry refused permission to a French missionary (the Rev. H. Dieterlen) to pass through the lines of the Colonial forces with medicines and ambulance materials for the use of the Basuto wounded, such permission being refused on the ground that "the Government did not feel justified in affording facilities for the prosecution of rebellion;" and, whether any communications have taken place upon the subject between Her Majesty's Government and the late Government at the Cape?

Sir, we have had no correspondence with the Government of the Cape regarding this matter, and, indeed, have heard nothing about it. We had sonic correspondence with a French Missionary Society, which is printed at page 108 of the South African Papers, 2,821.
