asked the Secretary of State for the Home Department, Whether he will take into consideration the advisability of counselling the vestries of the west end of London to depart from or to modify their usual practice of repairing the main thoroughfares of London during the busiest times of the year?

Sir, the hon. Member is probably aware that I have no authority over the Vestries, and I never found that very much good was done by giving advice to those who were not obliged to act on it. The Ves- tries are supposed to consult the interests of the district they administer. They are elected by the persons who live in those districts, and the proper remedy would be for the electors to take care to elect those persons who will consult their interest.
