Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Davey.)

MR. WARTON

said, the Bill was nearly identical with one of which he had charge last Session, and which was withdrawn on the assurance of the right hon. and learned Gentleman the Judge Advocate General that it could not be carried, because the Government were about to bring forward a grand scheme on that subject. The grand scheme had not appeared, but he was glad to see this Bill in abler hands than his own.

Question put, and agreed to.
