said, he had viewed the Bill on this subject with considerable suspicion; but he believed that the Amendments placed on the Paper by the hon. Member who introduced it (Mr. Waugh) would make it unobjectionable.

said, the statement of the hon. Member must not be regarded as the view taken by hon. Members on that side of the House.

LORD FREDERICK CAVENDISH

explained that, while not committing themselves to the details of the Bill, the Government wished to have the matter fairly discussed, and to that end the formal Resolution was necessary.

Resolved, That it is expedient to authorize the imposition of a Stamp Duty on Copies of Court Roll, of the same amount as that at present imposed on Deeds of Enfranchisement, which may become payable under the provisions of any Act of the present Session to amend the Copyhold Acts, and to promote the gradual Enfranchisement of Lands of Copyhold and Customary Tenure.
