asked whether it was really the intention of the Government to proceed with this Bill? There would, undoubtedly, be considerable discussion upon the Bill itself as well as upon the constitution of the Thames Conservancy Board.

MR. EVELYN ASHLEY

said, it was a Bill of great importance, and everyone who had joined in the discussion on a former occasion understood that it was the intention of the Government to proceed with it. The Government believed there would yet be time to get the Bill read a second time, and referred to a Select Committee.

MR. W. H. SMITH

said, in that case he wished to give Notice to the right hon. Gentleman in charge of the Bill that it could not go to a Second Reading without very considerable discussion.
