MR. O'SHAUGHNESSY

, in moving that the Bill be now read a second time, said, briefly, its object was to assimilate the law on the subject in Ireland to that in England. It would give power to the authorities to raise money for improving the buildings and, on security, to receive loans from the Treasury. The Bill had been considered by the Treasury, and had, so far, been approved of.
