asked the Secretary of State for the Home Department, If his attention has been directed to the case of Reg. v. Millege; and, whether it is the Law that no Justice, being a member of a Borough Corporation, can adjudicate upon cases where the fees and penalties are payable to the Corporation; and, if so, whether it is the intention of the Government to propose any Amendment of the Law?

There is a good deal of confusion about the law on this subject, and the decisions are conflicting. It is desirable that a test case should be stated and taken to the Courts, and when the law is clearly decided, we will consider whether legislation is necessary.
