asked the Secretary of State for War, Whether those men of the First Class Army Reserve who were called back to the Colours in 1878, and who were promised by War Office Circular that they should be allowed to count towards their pensions their time of service in the Reserve are now, after being discharged, to be given the pensions due to them under that promise?

Sir, I stated last year that a Bill would be introduced during the present Session to enable the Commissioners of Chelsea Hospital—the War Office having nothing to do with the matter—to meet the claims for pensions of certain long-service, not short-service, Reserve men who were called out in 1878. This Bill is now being prepared by the draftsman, and there will be no delay in its introduction.
