After consultation with my Colleagues the Law Officers of the Crown and the Secretary to the Lord Lieutenant, I have come to the decision that the conduct of Michael Davitt has been incompatible with the ticket-of-leave by which a convict enjoying the conditional favour of the Crown is permitted to be at large.
