asked the Postmaster General, Whether he will consider the feasibility of franking all outward letters of Members of this House posted on the premises, having regard to the fact that the great bulk of the correspondence of Members arises in the discharge of their duties to their constituents?

MR. FAWCETT,

in reply, said, if it were thought desirable to adopt the suggestion contained in the Question, it would not be in his power to carry it out; because by the Act 3 & 4 Vict. c. 96, all provisions with regard to the franking of letters were abolished, and Members of the House were placed in the same position as the general public.
