asked the Vice President of the Council, If he will extend the benefits of the new Code to Scotland not later than next year?

MR. MUNDELLA

Sir, there are considerable differences between the Education Codes of England and Scotland, arising, to some extent, out of the difference in the Education Acts of the two countries. We proposed to ourselves to deal with the English Code first, and later on to apply the same principles to Scotland. If, however, there should be evidenced a general desire that the Scotch Code should be dealt with at the same time and on the same lines as the English Code, we shall be prepared to meet the wishes of the Scotch educational authorities in the matter.
