§ MR. CHILDERSSir, in reply to the hon. Gentleman, I have to state that the Question which he has raised was considered and decided in the negative by my Predecessor on an application by the hon. Member for North Shropshire (Mr. Stanley Leighton) in 1879. I will communicate with the Admiralty on the subject; but I cannot hold out much hope of so recent a decision being altered.
