asked the Secretary of State for India, Whether he has received a Copy of a Memorandum on the Consumption of Opium, forwarded in the spring of 1880 by C. U. Aitchison, Esq., Commissioner of British Burmah, to the Government of India; whether he is in possession of any information as to the action taken by the Government with regard to the Opium Houses in that Province consequent upon the recommendations contained in that Memorandum; and, whether he can lay that Paper, and any others connected with this subject, upon the Table of the House?

Yes, I have received a copy of that Memorandum, and there will be no difficulty in laying it upon the Table if the hon. Member will move for it. The increase of the consumption of opium in British Burmah has been for some time under the consideration of the Government of India, with the view of checking it.
