THE MARQUESS OF HARTINGTONSir, the despatch expected by the Government has not yet arrived; and, judging from the contents of a telegram which I received a short time ago, I do not think that it can now be expected before the 20th of this month. I do not propose to make any statement on the subject of the finances of India until I have received the despatch to which I have alluded.
