BOURKESir, it would be going too far if I were to say that negotiations had been entered into with foreign Powers upon this subject, or, indeed, that Her Majesty's Government intend to enter into negotiations with foreign Powers on the subject; but the matter is certainly under the consideration of Her Majesty's Government, and I do not think I can go further than that at present.
