MR. PARNELL

said, in line 15, page 63, he had to move an Amendment to this clause—namely, to provide that the maximum penalty for an offence in relation to the furnishing of carriages, animals, or vessels under this clause, should be reduced from £20 to £10. He thought £20 was an excessive fine, and he did not see why such a fine should be imposed.
