asked the Under Secretary of State for India, Whether Government are prepared to take any action upon certain representations recently made to the Secretary of State for India, in favour of modifying the rules now in force, as to the preparation and presentation of Joint Memorials by members of the Civil Service of India?

Sir, a letter containing certain proposals for the modification of these rules was handed to me by my hon. and learned Friend. It has been laid before the Secretary of State in Council, and it has been decided by them to send a despatch to India making certain suggestions on the subject for the consideration of the Government of India. Until they have had an opportunity of considering them, my hon. and learned Friend will understand that I am unwilling to go more into detail on the subject.
