asked Mr. Chancellor of the Exchequer, What his intentions were in regard to the Public Works Loans Bill? He was aware that the right hon. Gentleman considered himself absolved from the promise which he had given in regard to it; but he trusted he would place it in such a position on the Orders as to insure that it might be fairly discussed.

thought that, as regarded the pledge that had been given to a particular Member, he had sufficiently redeemed it on Wednesday, when he was prevented from giving effect to it by the course taken by the hon. Member (Mr. Rylands) himself. That, however, was a matter on which he did not wish again to express his opinion, though he thought the step then taken might have been taken equally well three or four months before. Still, he felt his duty to the House required him to see that a full opportunity was given for discussing the Bill.
