§ THE LORD ADVOCATE (Mr. WATSON)wished to insert words to extend the operation of the Bill.
THE CHAIRMANsaid, that an Instruction ought to have been given to the Committee, giving the Committee power to extend the Bill to England. The Amendment could not be taken now; but the Bill would have to be recommitted.
