§ SIR MICHAEL HICKS-BEACHSir, I have not yet received Mr. Keenan's Report. That gentleman informs me that his duties as Resident Commissioner of National Education in Ireland have recently been exceptionally heavy, and that he has in consequence been obliged to delay the completion of his Report.
