RESOLUTION.

MR. VANS AGNEW

had risen to call attention to the Law of Hypothec in Scotland, and to move— That, in the opinion of this House, the landlord's right of Hypothec for the rent of land in Scotland is detrimental to the interests of tenant farmers, and unnecessary to protect those of landlords, and ought to be abolished, due provision being made to secure the rights of parties under existing contracts, when—
