§ COLONEL STANLEYSir, there seems to be no good reason why the retirements, which can only be permitted to a limited extent, should not be proceeded with, without waiting for the promulgation of the Warrant. I have reason to believe some of the gentlemen concerned are anxious to avail themselves at once of the privilege offered.
