§ MR. BOURKEA telegram was sent on the subject to Consul General Stanley at Odessa, and to the other Consuls in Turkey on the 10th instant. The regulations regarding the extension of the time of the blockade were received at the Foreign Office on the 8th instant, and were immediately made public.
