§ MR. BOURKESir, at the outbreak of the war Her Majesty's Government understood that a vessel of the description mentioned in the Question of the hon. Member was being built in the Victoria Docks, and Her Majesty's Government immediately took steps to prevent any infringement of the Foreign Enlistment Act.
