§ MR. STEPHEN CAVEThe Commissioners of Chelsea Hospital would be unable, under existing Warrants, to award a permanent pension to Gunner Charlton on his discharge; but a new Warrant has been framed in order, among other things, to meet his and similar cases. This Warrant has had the approval of the Treasury and of the Commissioners, but some unforeseen delay has occurred in the final settlement of the terms. There is, however, no consequent hardship in Charlton's case, as he has not yet been discharged from the Service.
