rose to call attention to the Copy of the Report of the French Conseil d'Amirauté on the Steering and Sailing Rules (or Rule of the Road at Sea) and other papers relating thereto (Parliamentary Paper No. 353, 1st August 1874), and to move— That, in the opinion of this House, it is desirable that Her Majesty's Government should take immediate steps by communication with those foreign governments who are parties to the present Steering and Sailing Rules, to amend the same, so as to reduce, if possible, the lament-able loss of life now arising from collisions at sea. The hon. Baronet was proceeding to address the House, when—
