, in moving "That the Bill be now read the second time," said, that since Friday, when he mentioned that the Secretary of State in Council was prepared to reduce the monthly drafts on the Indian Government by £400,000, it had been determined further to relieve the Indian Government by an additional reduction of £200,000. Accordingly, after the first draft in the month of April the total amount by which the drafts would be reduced would be £600,000. He thought it right to place these facts before the House, so that hon. Gentlemen might be able to make upon them whatever remarks they might wish, and would conclude by moving the second reading of the Bill.
