SMITHAll objections, Sir, to the new Rules issued in 1873 have been carefully considered, and a draft set of amended and consolidated Rules have been prepared and approved by the Lord Chancellor. They are at present under the consideration of the Treasury, and there is every reason to hope they will be issued shortly, and will go far to meet the difficulty referred to by the hon. Member.
