§ VISCOUNT SANDONConsidering the complicated character of this Question, the conflicting evidence respecting it, and the great and varied interests involved, Her Majesty's Government are not prepared, at any rate this year, to bring in a Bill on the subject. The proceedings of the Committee of last year, upon which the hon. Member bestowed so much labour, are a very valuable contribution to the consideration of the Question. The Lord President is giving the whole matter his most serious attention: but until the Government sees its way to a satisfactory mode of handling it, we do not think it right to engage to bring in a measure.
