MR. AUBERON HERBERT,

in rising to call attention to the sentence of imprisonment passed upon 16 women by the magistracy of Chipping Norton on the 21st instant, and to move— That an humble Address be presented to Her Majesty, praying Her Majesty that She will be graciously pleased to appoint a Royal Commission to inquire into and report upon the state of the Law giving powers of summary jurisdiction to magistrates in criminal cases, and also upon the mode in which such powers have been exercised, and upon all matters relating to the duties and the appointment of magistrates.
