Sir, the most trustworthy information I can give to the hon. Gentleman will be found in an extract from a despatch dated Pekin, December 31, in which Mr. Wade says— An American merchant being ready to run steamers between Kiungehow and Hongkong, I have, at the request of Mr. Low, joined him and the rest of my colleagues in an application to the Prince of Kung to open the port. Should His Imperial Highness consent, I shall send a competent interpreter to act as Vice Consul under the authority of the Consul at Canton.
