asked the Secretary of State for War, Whether he has yet drawn up any Regulations with respect to the manner of selection of candidates from the Universities for commissions in the Army; and, if he has done so, whether he has any objection to state the substance of them?

MR. CARDWELL

, in reply, said, that the Regulations had been drawn up, and he had sent a copy of them to the hon. Member, who would therefore excuse him from reading them.
