MR. STEPHEN CAVE

, in moving for leave to bring in a Bill for the appointment of Commissioners for inquiring into the causes of failure of the Albert and European Life Assurance Companies, and the Companies which have been merged into such Companies, said, it was not necessary at this stage to trouble the House with the reasons which he thought justified a demand for investigation of the circumstances of these almost unparalleled disasters. Indeed, the manner in which his Notice was received by the House last night showed a general concurrence in the propriety of such a demand. At a future stage it would be his duty to make a somewhat fuller statement to the House, and to show why this particular form of inquiry was, in his opinion, the only one which could meet the exigencies of the case.

Motion agreed to. Bill for the appointment of Commissioners for inquiring into the causes of failure of the Albert and European Life Assurance Companies, and the Companies which have been merged into such Companies, ordered to be brought in by Mr. STEPHEN CAVE, Mr. KIRKMAN HODGSON, Mr. BARNETT, and Sir THOMAS BAZLEY.
